Administration and Organisation

    The highest decision making body in the Regional Council is the Assembly. The Assembly of the Regional Council names the Managing Board for a period of four years. It consists of 14 representatives (at least one delegate from every member municipality) and acts as the Council´s executive and administrative organ. The Managing Board meets monthly to discuss measures and projects.

      Assembly of the Regional Council

      The highest decision making body in the Regional Council is the Assembly. It has the responsibility for drafting and implementation of the regional state of will and for the political guidelines concerning the regional development and structure as well as the coordination of the lobbying and cooperation. The Regional Council Assembly consists of 41 members who are selected according to the total population of the member municipalities (one to fourteen members from every municipality). The Assembly meets two to three times a year.

      During the election period 2013-2016 the political mandates of the Assembly are shared as follows: 12 mandates (National Coalition Party of Finland), 11 (Finnish Social Democratic Party), 6 (Centre Party of Finland), 6 (True Finns), 2 (Christian Democrats), 2 (Left Alliance), 1 (The Green League of Finland) and 1 (Heinola Group). In the Finnish political system the delegates are not directly elected to the Assembly of the Regional Council. The delegates are nominated to the Assembly by every member municipality based on the results of the municipal election.

      The main tasks of the Assembly are

      • Drafting guidelines for developing the Region of Päijät-Häme by approving the Regional Development Strategy as well as the developing programmes and the Regional Plans which are necessary for the implementation of Regional Development Strategy.
      • Coordination of the Regional Council´s work by approving the financial plan and the budget as well as the regulations needed for the coordination of the administration.
      • Controlling the Regional Council´s work by approving the annual report and the financial statements.

       

      Managing Board of the Regional Council

      The Assembly of the Regional Council names the Managing Board for a period of four years. It consists of 14 representatives and acts as the Council´s executive and administrative organ. The Managing Board meets approximately 20 times every year to discuss measures and projects.

      During the election period 2013-2016 the political mandates of the Managing Board are shared as follows: 5 mandates (National Coalition Party of Finland), 4 (Finnish Social Democratic Party), 2 (Centre Party of Finland), 2 (True Finns) and  1 (Christian Democrats).

      The main tasks of the Managing Board are

      • Drafting and implementation of the measures for the Assembly of the Regional Council.
      • Responsibility for the implementation of the Regional Development Strategy by giving statements to the regional authorities of the State according to the Act and Decree concerning Regional Development and by approving programme agreements on behalf of the Regional Council as well as the finance usage of the Regional Development.
      • Responsibility for the drafting and implementation of the Regional Plan by giving statements concerning the Regional Plans and Land Use Plans or the equivalent drafts according to the Building Act. This also applies to such statements which have a relevant importance to the implementation of the Regional Plan.
      • Coordinating the work of the Office of the Regional Council.

       

      Auditing Committee

      The Assembly of the Regional Council appoints the Auditing Committee to coordinate the auditing of administration and finances of the Assembly during its working period of four years. The Auditing Committee consists of chairman, deputy chairman and two other members.

      During the election period 2013-2016 the political mandates of the Auditing Committee are shared as follows: 2 mandates (National Coalition Party of Finland), 1 (Finnish Social Democratic Party) and 1 (Centre Party of Finland).

      The Office of the Regional Council works in the field of Regional Development and Regional Physical Planning by order of the member municipalities, co-ordinating all the activities of the Regional Council. The Office of the Regional Council has approximately 20 full-time co-workers and several freelance collaborators. Mr. Jari Parkkonen, Executive Director, leads the work of the Regional Council Office.
